NEARBY LUXURY SPRAWLING HOTEL "KA´ANA" TOO EXPENSIVE FOR ME! It´s about 4 miles down the road. My SCOTCH genes can´t relax when prices are too uncomfortable. Been there once, but the service is impeccable. So many people waiting on you, it makes me uncomfortable and nervous. Just not my style, but many rich status climbers like that sort of thing. I thought it was built to host BNE OIL COMPANY INVESTORS?

Belize Bonds trading at .65 cents on the dollar as JUNK.
BELIZE SUPERBOND TRADING IN LUXEMBURG AS A JUNK BOND
The Belize Super Bond is trading in Luxemburg as a junk bond is as of November, 2011, trading at .65 cents on the dollar. The trouble with the bonds, is that we are not allowed to retire them, by refinancing. Next year, a quarter of the revenues of Belize will be spent paying just the interest on these bonds.
COMPARATIVE DEBT TO GDP RATIOS IN OUR GEOGRAPHICAL AREA.
Belize 2011 58% - In 2009 it was 75%, the time of the GREAT RECESSION crisis.
Guatemala 42% in 2009
Cayman 7% in 2009
Mexico 24% in 2009
Colombia 20% in 2009
Paraguay 13% in 2009
Honduras 23% in 2009
El Salvador 53% in 2009
Bolivia 15% in 2009
Bahamas 6% in 2009
A JUNK BOND category, means nobody will be surprised, or even be dismayed, if Belize defaults on their bonds. They will shout and scream, threaten, etc., but basically it is already calculated into the risk on their investment portfolios and will be just WRITTEN OFF. For about 3 years, Belize will be unable to borrow from banks, but after that, the hungry SHARKS and lending salesmen will be back knocking on the door of the Belize Government to borrow again, for bank dreamed up schemes of financing infra-structure again. The IMF will be called in to threaten, cajol, coerce and intimidate, but we don´t have to mess with these bone breakers, who only want to break kneecaps and put a borrowing country in the hospital as enforcers for the banking mafia crowd.

BELIZE SOCIAL PARTNERSHIP PROGAM CUT IN HALF?
SOCIAL POVERTY PARTNERSHIP PROGRAM CUT IN HALF?
There was a program on TV local cable last night, that was discussing the application of the SOCIAL Partnership program with the poor in Belize. The bureaucrats have spent a lot of time and money, collecting census data and quantifying the very poor in Belize. A PARTNERSHIP program was started. Mostly, like all such programs, it was slated first of all, for Belize City the port. Most of the controlling politicians of the country come from the port and they feather their own nest first. It has gradually spread to towns in the districts. I am not at all sure it has reached the rural boonies yet? At any rate, the budgeted money has been found to be not enough, once you start to try and deliver a social partnership to the rural people in other districts.
First off, we have to realize BELIZE itself is BROKE, BANKRUPT. We are getting by as a nation, but most of the work and infra-structure is being done by foreign governments and different FUNDS by GRANTS. We are continuing to borrow some more to help ourselves, but that is a self defeating way of doing things. Not much we can do about it. When you are poor and lack the abilities, education, or lack the money, you have to grit your teeth and tighten your belt. The government is doing that. There are priorities and other priorities. Weighing the priorities for the little money available to go around, means somebody else gets nothing.
The ambitious SOCIAL PARTNERSHIP program, which was designed to help the poor, or poverty level people and below, has run into financial shortfalls. The program worked by giving a single mother, or poor person with children, a small stipend, contingent on attendance of the children going to school. Many children in Belize have no shoes, no electricity, no running water and often no food. Fortunately we live in the tropics and there are fruit trees and growing seasons are at least twice a year and sometimes three times a year. So while, you may not eat well, in the rural areas at least, you can eat oranges until you are tired of them. Or breadfruit the same. Something in the food line is always in season. My own children and family lived that way on Caye Caulker, when they were young. We ate what was available. Anyway, the SOCIAL COMPACT was that those below the poverty line in Belize could get a stipend.
The government budgeted money has been found not to be enough, to serve all those people with children below the poverty line. What the evening TV show was about, were the bureaucrats dealing with this SOCIAL ASSISTANCE PARTNERSHIP were doing, was going to the houses of the very poor with children, in the rural Belize River valley. The bureaucrats are eating of course and have shoes, as they get a salary. Their new job is a census, trying to identify, the poorest of the very poor. The most needy are being surveyed again, to eliminate half of those below the poverty line, so the SOCIAL COMPACT can assist the worst cases only, with the money available. C´est la vie! Sorry to hear that. We would dearly like Hugo Chavez of Venezuela, or anybody else for that matter, to help this program with money. The amount given to a mother with children, is not a living amount, it is simply meant to feed the children, and thus create the conditions that they attend school compulsory, with the aim of educating them, so they will not repeat the problems of their mother. Most live in hardship conditions anyway. At any rate, the poorest and most needy of the poor are going to find by the new census survey, that they are going to lose even this little bit of life line. That is the way it is in poor countries. There are always priorities, and the politicians have the job of deciding what gets attention, when there isn´t enough to go around. What program can produce the best and most results per dollar spent. Difficult decisions always, I don´t envy them.
Old people get something similar from Social Security. It certainly isn´t enough money to pay for an electric light, or anything like that. But at least it is hoped they get enough to eat every third day at least. All Belize is not like this. Just about a half of the population.

The accelerated pace necessary to build BELIZE!
November 2011 - The debate in Belize how to better the economy, more rapidly. -
In comparison to Europe, where Greece, Italy and Spain, threaten by their insolvency to destroy the European Union, BELIZE under Dean Barrow has done well. We did have the first two years of his reign in danger, with the WORLD RECESSION a factor. Mostly in Belize it was loss of TOURISM revenues. That has recovered and indeed this year 2011 was expected to get better, if Barrow could hold things together long enough. His personal philosphy is when times are bad, is to borrow if you have to, but throw money into projects to keep the economy afloat. It was no time for austerity he believes. Now that period is OVER, the results have proven his philosphy to be true. I certainly did not agree with it at the time, but the three years has proven him correct.
That said, 2012 and 2013 are expected to be much better for our economy. The trick as I see it, is to stimulate fast growth through exporting finished processed products. Agro processing crops, that can be grown and exported in a finished product state are probably the easiest to do this. There is always the possibility they will strike oil down South. That will help in the short term, if they do. Long term we have to manufacture things of some sort.
Europe is shaking and as Prime Ministers and Presidents over there, have said, it is MORE than losing the EURO currency through the failures of GREECE, SPAIN and ITALY. If they lose the common currency, then the EU is going to be dead and breakdown. If the EU breaks down, then WAR is in the future for the countries of Europe again. It is the formation of the EU that has kept PEACE on that continent for such a long period of time. About 70 years of peace in Europe. More than any other thing, the leaders of EUROPE want the PEACE to continue. They have centuries of war and do not want to get back into that rat race, and vicious circle again.
Belize is looking better all the time, in comparison to Europe, or the USA. With a 58% debt to GDP ratio, we in Belize are even BETTER than the USA. Mind you 58% is NOT GOOD at all. We need to get it down to around 9% of GDP. Growing the GDP is a way of doing that, the last two years have shown in Belize. So stimulating exports and manufacturing seems to be a lesson, all and sundry, from politicians, to bureaucrats and the man in the street have learned from this. The next thing, is HOW TO STIMULATE manufacturing and EXPORTS. Do we need subsidies? The bureaucrats are trying to teach entrepreneurship, but they are not doing very good. UB is not doing anything at all in that line. The ITVET´s are doing well enough, but how to expand their role and turn them into more encouraging community colleges? There is a lot of nation building to do in a short period of time. We don´t have decades either. It has to be faster, over the next 3 years if possible. The thinkers have to put their thinking caps on and figure out what changes we need in our government methods and policies, to get light manufacturing going, at an accelerated pace. It sure isn´t BELTRAIDE that I now know?
Two things will help right off. That is infra-structure in the form of the through TOLEDO highway to Guatemala and electricity for those communities down there without, right now. So the highway program and the rural electricity program are necessary.

UNIVERSITY OF BELIZE, versus the ITVET Community College Education system in Belize.
NEW HEAD OF THE UNIVERSITY OF BELIZE IS INTERVIEWED ON LOCAL TV TALK SHOW.
Like all academics he was well spoken and had a rational and explanation for everything to do with education. If you listened to him and swallowed the standard bureaucratic pap given, you would think the University of Belize was generally speaking in good hands. I´m not saying it is not. But being from the PRIVATE SECTOR I have a different outlook on what the University of Belize should be producing for both degrees and students. To some extent, my ideas may have more to do with the development of our fledgling Community College system, called ITVET. Belize badly needs practical education on making things to export to make money. I don´t believe the University of Belize is designed to do this? I don´t even believe they are capable of changing?
The thing is, I´m two years into our TRADING ROOM working the WORLD FINANCIAL MARKETS IN TRADING in Belize. There are no graduates, or students, competent to be trained by me in TRADING, hired to be on the TRADING FLOOR. It would take me about two years to take a UB graduate and train them so they were financially productive. The learning process is trial and error and by OSMOSIS of things tried and failed and lessons learned, over and over again. The most the UB graduate could currently offer is academic intelligence and the capability to learn the niche jargon and lingo. Talking like a bureaucrat is impressive, but it doesn´t earn any money, or put a meal on the table.
There is at least one thing we could do in the PRIVATE SECTOR to help the economy. Which needs EXPÒRT driven entrepreneurs manufacturing some niche product. I notice that two High School students I believe? They are being justifiably lauded all over the country and on TV, for coming highest scores on some sort of CARICOM educational testing program. Making schools and Belizeans very proud. Both of these young men wish to become aeronautical engineers. A very useful and laudable training goal. To make money for themselves they need to obtain as much as they can from Belize itself. For the most part, most A & P Colleges in the USA offer 2 year specialist training programs, to take the FAA exam. If you know your stuff anyway, you can do that without even going to college. The thing with USA colleges for the A & P ticket. ( Aircraft and Powerplant )is that it makes you an aeronautical engineer in the fastest time. You pick the one from a list of such colleges, with the highest percentage pass rate of their graduates taking the FAA Exams. Some such colleges are failures.
Gliss Marin, a young student of mine, on Caye Caulker in Primary School back years ago, was also convinced to follow this route. I believe he got scholarships and studied and certified in TRINIDAD. He worked there for many years and I believe he now has his company at Municipal Airstrip in the coastal port of Belize City, the last I heard many years ago. He would be about 45 years of age now. These two students would be wise to pick Gliss Marin´s brains if he is still there. They also could help him part time and pick up aeronautical know how, by on the job training part time. You ask a lot of questions, observe and read the appropriate books, you are bound to learn something.
They should also contact the Central Farm Airstrip manager/owner. Every year the EAA Air Show in Belize is organized and held here. The last two years, radio controlled small aircraft have been demonstrated at the show in Central Farm. I say this, because small radio controlled aircraft as surveillance drones are the coming thing all over South and Central America. We and our governments need them bad, for cruise ship garbage dumping, to fisheries patrols, or for fighting crime. There is a market for a small company in Belize making surveillance radio controlled drones. There are literally THOUSANDS of clubs in the USA to learn from, if they go to the USA. You can buy most stuff off the shelf in stock, or in Radio Shack. A Belize born business just waiting for somebody to start for EXPORT. The thing is, SOMEBODY an EXPAT probably, is already doing something like this as a hobby in Belize and contacting him would shorten your academic education very quickly and give you practical learning fast.
If you want to build airplanes, or something like that. The center of this activity is either in Spanish Lookout, where at least one man at Computer Ranch is building an aluminum airplane from a kit, and there are two young men, with primary school education, teaching themselves to fly and be commercial pilots, with an ultra light airplane they bought. Over in the BEDRAN and Chaa Creek area is a grass field with ultra lights, and whether you learn to build a 787 jumbo jet, or an ultra light, the lessons in aeronautical engineering are mathematically the same. Only the size is different. You can learn a lot from practical experience, already existing in BELIZE. You won´t find it at the University of Belize, or even the ITVET educational system.
There are all kinds of Niche EXPORT designed businesses to build in Belize, helping the country and making yourself very rich. Selling to the outside world. If you just want to have a salaried job, then I think you are an idiot. Wasting your life away, if making money while having fun is your goal.

FORTIS WAR WITH BELIZE AND VENEZUELAN AID TO BELIZE
INTERNET COMMENTS ON FORTIS ATTEMPT TO GET VALUE OUT OF THEIR BEL ELECTRICITY BANKRUPTCY, FROM SQUEEZING THE SMALL GOVERNMENT OF BELIZE
"-BEL is insolvent and $27 million in debt. BEL officials blame the insolvency on the government of Prime Minister Dean Barrow, saying they were forced to sell electricity in Belize at rates lower than the cost to acquire the power from the state-owned CFE (Comision Federal de Electricidad) electric company in neighboring Mexico. As a result of the nationalization, Standard & Poor’s put Belizean sovereign bonds (which already hold junk status) on its downgrade watch list, “citing concerns about the Central American nation’s debt.”-
Recently Fortis has declared legal war on the small government of Belize, which is the latest news as of November, 2011.

From commentary online.
"Jim, clearly you know nothing of Belize or its economic realities, so let me enlighten you. Fortis, a 5.7B$ company who made profits year over year on its BEL investment essentially cooked it books using some creative accounting that backfired when the Supreme Court of Belize ruled that 36M in inflated cost of power numbers needed to be accounted for as income. Based on the mis-stated losses, Fortis selected to starve the company of funds, driving it into insolvency to try to force a rate increase on a country whose GDP is less than 1/6 of Fortis'. To exacerbate the situation, Fortis declares BEL's insolvency and gives the government 20 days to either find the money to bail them out, or bypass the regulatory and legal process and grant a rate increase higher than the current price of US 22c per KWh, or 5 times what rates are in the US or Canada.
Belize is nowhere near a "Chavista" nation. The Prime Minister took drastic action to prevent his small poor nation from being plunged into blackout because of Fortis' greed. You really need to look more into Fortis' practice in Belize and also similar tactics with their subsidiary in Turks and Caicos. Do your homework before you try to continue to defend this action in the name of democracy."

ALLEGATIONS THAT VENEZUELA IS FOOTING BILLS IN BELIZE ARE NONSENSE!
-Internet commentary-
"Dear Mr. Roberts, Peter Jones is correct, the Barrow administration cannot even remotely be considered a "Chavista" government.
In trying to demonstrate that PM Barrow has close relations with Hugo Chavez, you linked to a 2008 Channel 5 article where Barrow said he hoped for future aid from Venezuela, but that never materialized.
Truthfully, Venezuela hasn't given "many petro dollars" to Belize. Before Barrow took office, a donation of ten million dollars was sent by Venezuela to Belize, for the purpose of building housing for the poor. Former PM Musa used that Venezuelan gift for other purposes. In fact, the matter is still in litigation, Belizeans still haven't seen the money, and no houses were built.

Venezuela hasn't done much since then, just a few penny-ante projects:
In 2010 Venezuela gave some free eye exams, and eye surgeries for Belizeans: http://edition.channel5belize.com/archives/33216
In 2010 Venezuela donated some food after we got hit by a hurricane:

It’s just a symbolic one but we wanted to help Belizean people in this situation because of Hurricane Richard. So this a small donation of dry food and water that we would like to contribute to the Belizean people on behalf of the Bolivarian Government. We have over there fifty boxes of water, four boxes of tuna, four boxes of powdered milk, four boxes of sardines and sausage too. http://edition.channel5belize.com/archives/41763
And in 2011 Venezuela donated 1,500 baby chickens: http://7newsbelize.com/sstory.php?nid=19043
As you can see, we're not exactly ROLLING in "petro-dollars" from Chavez here! Some medical care, a few boxes of sardines and some baby chickens, that´s about it.

WE WOULD LIKE SOME FINANCIAL AID FROM VENEZUELA, BUT BARROW HAS SAID HE WILL NOT BEG AND GROVEL, LIKE SAID MUSA USED TO DO. What little we get from Venezuela, chickens or eye cataract surgeries is highly appreciated by Belizeans. Belizeans like Chavez and Venezuela and in fact, we admire the massive efforts Chavez has taken to distribute the oil wealth through infra-structure, such as roads and schools and health clinics to his people in the boonies. We are trying to do the same in Belize, but on a much smaller scale, without much money to do so, unlike Venezuela. We are the poor relation here. All help and donations are appreciated. The Taiwanese are our biggest GRANT helpers.
What is working very well in Belize, though is not enough. These are countries and funds, that are giving BELIZE GRANTS, for specific infra-structure projects, training, education, and other such projects. Japan for instance has established the University solar electric research and development project. Taiwan have built our rice industry almost now to commercial export capacity. These type of GRANT projects, controlled and administered by foreign aid governments are now a very big and SUCCESSFUL part of our annual small budgets. They are pushing us ahead economically and socially, when otherwise we would be stuck as a third world, typical underfinanced, target for international banks to rip us off by LOANS.

Belize Bond trading news updates, November, 2011.

This is the URL site for trading in Belize Bonds.
Yesterday afternoon I received in Hillview a phone call from the Chinese wanting to buy Belize Bonds. My Smart cell phone had trouble with the connection here in my suburb on the side of Green Parrot Valley in Western Belize. After a number of phone calls, and disconnections, I finally managed to understand the query from the caller and it turned out they wanted to trade in Belize Bonds. I had no knowledge of trading in Belize Bonds and told them so. To a point at one time, and they were referencing a Western Belize Happenings, BLOG SITE article, about trying to start a market in trading Belize Bonds, written in 2009 by myself. That attempt never managed to get off the ground though, as I could not then find any Belize Bonds for sale. The above web site gives the trading in Belize Bonds and it looks like they are selling at par?
The interest debt payments covered by the BONDS is rumored to jump to nearly a $100 million dollars, though I am not sure if that is USA or Belize currency? I believe it is US currency? The interest on the Belize Bonds is going to cost the very small government of Belize, about one quarter of the Government revenues in 2012?
I have evolved to become a specialist trader in INDEX OPTIONS and for the last half of this year have specialized in trading the QQQ which is an index TRUST, covering NASDAQ type stock trading. My speciality is short term trading of option contracts. Usually less than one week. At the moment I only have four months in trading the QQQ options contracts. I spent the previous 18 months learning and specializing in various type of INDEX OPTION, SPREAD TRADING methods, and finally discarded these supposedly SAFER methods of trading, as not so, nor particularly lucrative in the total. My goal for 2012 is to double my money every six months. That was happening up to about a month and a half ago, when the EXCHANGE RULES marked me as a PATTERN TRADER and forbid me to do one day trading anymore. This wrecked my trading method I had evolved, by long research and trial and error, and subsequently I have had a big drawdown, trying to figure out how to trade according to the new EXCHANGE RULES of mulitiple days of holding a trade, by trial and error.
It was only this past week, I seem to have hit on a new successful methodology of trading these contracts and am looking forward to covering my drawdown by January the first of the year, and starting to work on doubling capital again, in six months, the first half of next year. It is an interesting career and occupation. There are probably up to 20 traders in Belize trading, but usually are expat retirees. I have not been able to get anybody to train, competent coming from the University system in Belize, so shortage of trained staff for world international trading is a problem here in Belize, as is internet access, speeds and bandwidth. Only one company is offering internet service in the country of Belize, capable of handling the data flows needed for international trading around the world. (BTL ) Unfortunately, the wireless connection is SHARED by others in the community and when everybody is on, it slows down the data flow considerably and is an inconvenience when urgently trying to implement a split second, buy or sell order, and you cannot do so. My trading room uses four computers. Two of which are running almost all the time. I have battery and inverter emergency backup electricity services also, as brownouts used to be common earlier this year.
