BELIZE HARPY EAGLE RE-INTRODUCTION PROGRAM SUCCESSFUL

The Harpy Eagle re-introduction into Belize is successful. From what I gather there are about 4 or 5 new HARPY EAGLES now introduced into Belize. They are being tracked by the satellite system.
More are in the little BELIZE ZOO in a training program of adjustment.

BELIZE TEN YEAR CENSUS TO START MAY 12TH., 2010

Ten Year Census is due this year.
The TEN YEAR CENSUS is to start this year on May 12th., 2010. A thousand census takers will be employeed and will go to every corner of our land of Belize. Even if the census takers have to ride a mule, or horse.
Statistically, the government and private sector rely on census figures to make plans for the future. Guesses as to the actual number of citizens in Belize are anywhere from 300,000 to 370,000.

Belize Civil Service Unions threatening to strike!

BELIZE CIVIL SERVICE UNIONS THREATENING TO STRIKE!

The Belize government announced there is so far, a $60 million shortage of money for the 2010 budget due April 1st. The PM is looking for ways to plug the gap. This is roughly 10% of revenues expected for the year. The new budget comes effective April 1st.
In the meantime, teachers, civil servants and all those government workers are pressuring for salary increases, as this is the year of running out on their Umberella Union Collective bargaining agreement. The PM Barrow has said the money isn't there and he does not see how he can do it. The Unions are threatening industrial action ( strikes ) At the moment the UNIONS are trying to get government to the negotiating table.
We have suggested from the private sector that the government agree to the salary increases and whatever is more than we can afford as a country, that employees of the government then be RETRENCHED in the amount needed, to give the remaining government paid employees their salary increases.
Inflation over the past three years, the UNIONS are claiming has averaged 10% a year. The official inflation figure is less and some private sector people say it is more. The unions claim since three years ago, the cost of living has risen 30%.
The private sector would like to see the Government go to a ZERO BALANCE departmental budget model. Not keep running deficits through foreign loan borrowing.

A further cutting could be done among teachers. Much of the primary school and high school system in Belize, is joint Religious/private sector schools. Of which government traditionally contributes about 80% of teachers salaries and also something to school maintainance out of general funds. There is a wide gamut of contributions among religious schools. The Mennonite schools for instance are 100% supported and paid for out of their religious church membership in the form of fees and taxes self imposed. At the other extreme you have many religious schools, who are really private sector businesses, which provide teaching jobs for their owners. Some religious schools are financially supported, partially from foreign missions.
The suggestion is; that a percentage of the government contribution to religious owned schools, be cut, until whatever portion of the contribution of the problem with the 2010 budget shortfall needed by schools, be met by religious schools themselves, which have the moral responsibility like the Mennonites, to provide for their schools financially. Whether this is 10% or 20% cut of the government contribution to religious schools remains to be seen. It is time the private schools step up to the plate and help our country grow, by financing there own schools. 90% of the primary schools in the country are believed to be religious schools.

The goal is a more stable financial environment for our government managing capacity and a ZERO balance budget system of operations.

THE NEW IMPERIALISM AFFECTS BELIZE!

THE NEW IMPERIALISM BY THE G – 20
History for Belizean youth, our leaders of tomorrow.

We have to go back in history for five hundred years to understand what is happening to the small CARICOM countries. Five hundred years ago, we know that the Spanish and Portuguese set out for world conquest. Quickly followed by the other European countries. Later Russia started and if we fast forward to two hundred years ago, we come to the time of Russia, Japan and the USA starting to conquer the world and divide it up into Empires and colonies as well, in competition with the Europeans.
The major players in dividing up the world were MONARCHIES, or old time Kings and Queens. For instance a hundred and twenty years ago, we know that most of the royal families of EUROPE were ALL related to each other.
There was Russia, France, England, Holland, Belgium, Sweden, Spain, Portugal, Italy, Germany and a few central European countries that have since been absorbed like Serbia. Most of the owners of these countries were hereditary bandit families ( monarchies ) and related directly, or by blood, out to relationships of second, third and fourth cousins. They owned the world. These royal families were in competition with each other to acquire more territory and subject far away indigenous peoples through invasion and conquest.
The whole IMPERIALIST ERA lasted about a hundred years and came about with the advent of superior arms and manufacturing industrial revolution capabilities. The world was divided up among them and both the USA and Japan got into the conquest and dividing up of the world.
By the end of the FIRST WORLD WAR, things started to fall apart for the ROYAL FAMILIES and monarchs. The Bolshevik revolution took over RUSSIA, the USA came to dominate much of the PACIFIC, Caribbean, Mexico and Latin America. At this time, the rise of HITLER in Germany came into play and later Japan started looking to Manchuria, China, and later the Philippines and other Pacific territories. The Royal Families were wiped out over much of the world. A few still remain today and have adjusted to maintain their status and money through various stratagems as constitutional ( hic! ) monarchs.
What we have, since the end of World War 11 and the United Nations, is a supposed end to IMPERIALISM and colonies by this new world body of the United Nations back around 1949. Most of the conquered territories around the world became independent from those old IMPERIALISTS.
Nothing though has really changed. The new WORLD ORDER fronted by the old IMPERIALIST countries are International Corporations. The so called colonies are still desired as markets for their manufactured goods and sources of raw commodities. Nor do these old IMPERIALISTS necessarily invade with an army, using tanks, airplanes, bombs, guns. The new method is puppet governments and the new model of conquest are treaties, agreements, tax exchange controls and so on.
In a new technological world, it is these same old dominant countries that control the apparatus for money control. The G-20 control the banking wire transfer system, banking and financial exchange agreements . This past week our Prime Minister Barrow of Belize had some harsh words to say about the pressure from the G-20, who threaten BELIZE with SANCTIONS, if our tiny government do not sign the TAX SHARING AGREEMENTS. Sanctions are the new sort of weapon to control the world. That and the ability to cut off trade and money exchanges and ruin local banks and small governments. The old IMPERIALISTS use contracts and agreements and treaties instead of tanks and airplanes. In a more complex world, there is little a small country like Belize can do, to retain it’s sovereign and self governing integrity. Under attack is a wide sweeping aim by the G -20, or the G-7, at wiping out all the small country FINANCIAL INDUSTRIES of small countries, that had penetrated and gotten a fair share of the FINANCIAL SERVICES WORLD MARKETS. Using computers it was an easy business to get into in this modern age. As our Prime Minister Barrow has said, they mean to wipe us out of this business, the G-20, or the G-7 and they have the control of the communications systems and financial transfer systems, to ruin our business market share. We are being dictated to, just like any old colonial country, in what we can do with our sovereignty. Sovereign and Independent – paaah! What a cruel joke!
Even our ex-Prime Minister Said Musa made excuses for why he passed rapid laws forbidding the making of competitive armament manufacturing exports out of Belize. He said, the newspapers hinted; it was because of pressure from the USA. Armaments are big exports for ALL of the old G-7 and probably the G-20.
Hugo Chavez, President of Venezuela has touched a nerve with his anti-imperialistic rhetoric. If he would use his oil millions to build the democratic socialism used by successful SCANDINAVIAN countries, instead of the stupid old discredited Russian Marxist model, he would have every country in the Caribbean and Latin America joining his ALBA FEDERATION. It is only his stupidness in being a TYRANT that stops him from building a new world order to counter the G – 20, or G- 7. Nobody with any sense want the old fashioned tyranny of RUSSIA, with secret police and nobody being allow to think and talk as they want. If it wasn’t for his (Chavez) nonsense of wanting to be a life time TYRANT, or caudillo, or dictator, he would get all of the AMERICAS to join him, as his anti-Imperialistic rhetoric strikes a chord we all experience, both small and large third world countries together.
Under protest Prime Minister Barrow of Belize will sign the tax sharing agreements, the latest in a long list of imperialist colonial controls, and so sound the death knell of our offshore financial industry. We can only compliment him, on saying how he hates it, being a slave through FORCE, INTIMIDATION and THREATS.
Next target for the G -7 or 20 will be our foreign ship registration business, you just watch how these imperialists go about that. First will come the propaganda, followed by some incidents and then organized pressure and new treaties drawn up by the G-7, G-20.

BELIZE NEMO ( Belize Emergency Management Organization )

BELIZE NEMO ( National Emergency Management Organization plans.
Things to think about and make plans for!

We heard on TV the other night that a NEMO spokesperson was listing the newer things they have to prepare for in NEMO. In the past, it was just Hurricanes. Now it is also floods, as the Peten jungles have been cleared over in Guatemala and the MOPAN RIVER brings torrents of water down from all that barren ranch land. Recently we had some earthquakes and one at least damaged some buildings down South near Monkey River. So now NEMO are planning to include earthquakes and floods, in their disaster scenarios.
I would remind NEMO that during the 1627 to 1631 period, Belize and the Yucatan suffered a locust plague with millions of locusts, swarming over the countryside for three whole years. Over a million and a half Maya people died in Belize and the Yucatan from starvation. I remind NEMO, because each Spring, I get very BEEEG locusts sitting on top of the netting of my plant nursery. Only one or two at a time, but these locusts are the size of pigeons, if not bigger. I cannot for the life of me, imagine what would happen to us in Belize if we had a locust plague like back in those three years of 1627 to 1631. NEMO should try to find out where the breeding ground is for these locusts and make plans on how to spray for them if needed, like they do in Africa.
The Health Department seem prepared for a virus, or epidemic as recent preparations show. The 1917 - 18 Spanish Flu epidemic killed hundreds of millions here in the Americas.
Another disaster NEMO should prepare for is a drought. It is now clear from Stalagmite records in the Macal Chasm on the VACA PLATEAU of Belize, that we had a long period of drought between 750 A.D. and 1150 A.D. This dating coincides with the demise of organized government in the MAYAN lowland KINGDOMS. The Mayan city states ceased to exist as a governing force between 750 A.D. and 900 A.D. ( Known as the abandonment of the CLASSICAL Mayan building age - the 2nd one ) There is another record someplace of a Belize area drought in the mid 1400's. We are currently in a mini-climate cycle and our usual dry season is the coming April and May period. We also expect to have a drought this dry season, making the production of electricity from our hydro dams difficult, if not impossible. So plans for droughts should be another disaster awareness for our National Emergency Organization. What will we do if there is a water shortage, after the normal dry season, as we go through a mini-climate - weather fluctuation?
Things to think about and plan for!

HUGE OIL RUSH IN BELIZE!

THE GOLD RUSH IN BELIZE IS ABOUT OIL!

Around 17 oil exploration companies in Belize now have divided up almost the entire small country of Belize into contracts. The OIL RUSH is on with a vengeance.
There have been blips in the acquisition of oil lease areas. One guy went public during the last PUP administration, claiming he got shafted with his $300,000 usa bribe to the OIL MINISTER via his cut out ( driver chauffer ) as he did not get the oil exploration concession he bribed for. He was given the choice (after paying the chauffer, of a different concession area, he was quoted ). He took the different area though, and was quoted in newspapers that he still thought as bribes go, it was cheap.
That OIL MINISTER is now the leader of the PUP party in OPPOSITION hints the UDP party now controlling the government coffers. The PUP were kicked out of office in the last election for massive CORRUPTION. The worst in the history of Belize. The Guardian newspaper hinted last month that Johnny Briceno was the man who got the bribe, but it was never proved, or taken to court. We the public always wondered which of two PUP OIL Minister´s during that time, was the crook? Needless to say, the voters memories of the CORRUPTION of the PUP are still strong, from when they were last in government and they are not expected to EVER get elected again, while composed of the criminal members of the last administration.
BNE is the oil company who succeeded where others have failed over fifty years. They hit oil on the first strike. So far, oil in Belize seems to be in small lakes. BNE and it´s subsidiaries are reputed to have taken out $300 million usa in oil exports as a gross in the past two years, and have 5 wells working now in the Spanish Lookout field. The debate is on how much we should get from gross revenues. Investigative reporters say we are getting 17%, friends of Belize in Norway say they get 85% and arguments have been put forward locally, that we should get at least 35% of the GROSS sales. The Prime Minister a lawyer is claiming he will not change the oil sharing agreement, but his declaration is met with suspicion by the public, as it is believed BNE are sharing the oil wealth with him, through his law firm legal deals? BNE are also said to have a confirmed commercial new oil lake in the NEVER DELAY area bigger than the one they are now pumping from, and have not yet started pumping there, in NEVER DELAY oil field. 17 other exploration companies are now doing their seismic work in their areas dividing up the country of Belize. The Prime Minister BARROW is saying he expects more finds of lakes of oil under Belize.

Belize is a small country, it is not only oil that is doing good. 5000 Mennonites came to Belize 50 years ago and were struggling to feed themselves, clearing jungle and started the chicken industry with 6 scrawny chickens they bought locally. Through group cooperation, group taxation, a credit union, they have become a dynamo of farming and industrial development in Belize and now worth hundreds of millions of dollars of local currency.

A lot of pioneers have immigrated to what was then the pioneer frontier of Belize and have done very well. The latest was an American called McFee, the VIRUS software multi-millionaire. He is often quoted as stating Belize is an ENTREPRENEURS PARADISE. There are so many development opportunities as to make myself wish I was much younger and an octupus with enough arms to do everything one would like to try and do. For the ambitious and those with technical skills, Belize is definitely the new young persons frontier.
